Peer Review and Publication Policies

1. Peer Review Process

All research papers submitted to the Third Scientific Conference on Water Resources and Water Security in Libya must strictly adhere to the provided writing style and instructions. Authors are required to download the conference template (Arabic or English) and strictly follow the instructions.

Full papers/Extended abstract must be submitted by 15 March 2026. The submission file is in Office Microsoft Word and PDF file format. Submitted papers will undergo a rigorous peer-review process according to the following steps:

• 1. Initial Screening

  All abstracts/extended abstracts and full research papers are checked for compliance with formal submission guidelines and relevance to the conference themes.

• 2. Plagiarism Check

  Submitted articles/extended abstracts are checked using the plagiarism detection tool, Crossref Similarity Check that is powered by the iThenticate software.
  According to the plagiarism detection report, only manuscripts with 20% or less plagiarism are sent for review processes.

• 3. Double-Blind Peer Review

  Initially accepted paper will be reviewed by two qualified reviewers specializing in the same field.

• 4. Review Outcome and Decision

  If the two reviewers accept the article, it will be accepted for publication. If they have differing evaluations, the paper will be assigned to a third reviewer. In both cases, the paper needs to be approved by the conference scientific committee and the journal editor.

  Each reviewer will use a structured evaluation form to objectively facilitate reaching a fair decision as:

  ✓ Accept

  ✓ Accept with minor revisions

  ✓ Revise & resubmit

  ✗ Reject

  The corresponding author will be informed about the reviewers' decision. The article may be returned to the corresponding author for revision and corrections as indicated by the reviewer(s). The corresponding author is expected to re-submit the article after making the required correction, before the given deadline.

• 5. Evaluation Criteria

  Reviewers assess papers based on the following criteria:

  Originality and Contribution

  The paper must present a new contribution to scientific knowledge and must not have been previously published, nor is it considered for publication in another journal.

  Adherence to Scientific Writing Standards and Language Accuracy

  Compliance with academic writing standards and language correctness.

  Technical Quality

  The accuracy and quality of methods and techniques used in the research.

  Methodology

  Clarity and appropriateness of the research methodology.

  Clarity & Organization

  Ease of understanding and logical organization of the paper.

  Relevance to Conference

  Alignment of the research topic with the announced conference themes.

  Significance of Results

  The value and contribution of the results in the scientific and applied fields.

• 6. Presentation at Conference

  Accepted papers are presented as:

  • • Oral presentation
  • • Poster session

2. Publication and Indexing

• All presented papers will be published in the Conference Proceedings.
• The proceedings book will be assigned an International Standard Book Number ISBN.
• The conference proceedings will be made available on the official conference website.
• Selected articles (depending on the paper's focus) will be published as a special issue in one of the University of Benghazi's Scientific Journals.
• The Journal is an open access, has ISSN number and Arabic Impact Factor. It is also indexed in:
